Title: Investing Strategies of Oklahoma Pension Plans
Much debate has occurred the past several years about the benefits, costs and investment performance of public and private pension plans. While there are pros and cons to traditional defined benefit (DB) plans and 401(k) defined contribution (DC) plans, investment performance is a key factor for either. To evaluate the costs and benefits of a typical state sponsored defined benefit plan it is necessary to understand their investment process and how they make their asset allocation decisions. Can they be expected to meet the required actuarial rate of return needed to fund the plan? The purpose of this presentation is to (1) describe basic calculations used to calculate the health of a public pension plan, (2) show how and where Oklahoma’s seven public plans invest their assets, and (3) describe key issues that will impact pension plan funding levels in the next several years.
Speaker: Gary L. Trennepohl, Ph.D.
Speaker Bio: Dr. Gary Trennepohl currently chairs the Board of Trustees for the $15 billion Oklahoma Teachers Retirement System, and also chairs the Affiliate Board of Directors for Blue Cross/Blue Shield of Oklahoma, a part of HCSC of Illinois. He was named an emeritus Professor of Finance at Oklahoma State University and retired from full time faculty duties in January 2015. From 1999 to 2009 he served as President of the OSU-Tulsa campus and from 1995 to 1999 he was Dean of the Spears School of Business at OSU in Stillwater. During his 40-year administrative academic career at OSU, Texas A&M, the University of Missouri, Arizona State, and Texas Tech, he taught graduate and undergraduate classes in derivatives, portfolio management, investments, corporate finance and corporate governance. He has written over 30 academic journal articles and two finance textbooks that were used by major universities across the country. Since 1988 he has taught seminars about financial risk management for institutional investors at the Chicago Board Options Exchange and conducted seminars explaining financial statements and markets for practicing business journalists from major U.S. newspapers.
In 2015 Trennepohl was inducted into the Tulsa Hall of Fame in 2015 for his service to the city and in 2013 he was inducted into the Oklahoma Higher Education Hall of Fame. OSU presented him with the “Loyal and True” award in 2015 and the Spears School of Business honored him with the Greiner Teaching Award. He continues to serve OSU as a member of the OSU Foundation Board of Governors and as a member of the Foundation Investment Committee.
Gary was awarded a BSBA from the University of Tulsa in 1968; an MBA from Utah State University in 1971 and a PhD. in Finance from Texas Tech University in 1976. He served as an active duty officer in the U.S.A.F. from 1968 to 1974 and in the Air Force Reserves until 1982.
