Mr. Mackovak is the Co-Founder and Managing Member of Strategic Value Bank Partners, an investment partnership specializing in community banks. Prior to Strategic Value Bank Partners, Ben was the Founder and Portfolio Manager of Cavalier Capital, a long/short hedge fund based in Cleveland, Ohio. Prior to founding Cavalier Capital, he was the Senior Analyst at Rivanna Capital, a long/short hedge fund based in Charlottesville, Virginia. Prior to working at Rivanna Capital, Mr. Mackovak worked at First American Trust, a large cap money manager based in Newport Beach, California. He began his career at Merrill Lynch. Mr. Mackovak earned his MBA from the University of Virginia’s Darden Graduate School of Business and a BA from Kent State University, where he graduated magna cum laude. Mr. Mackovak currently serves on the board of directors for United Security Bancshares, Community Bank of the Bay, Keystone Bank, and Idaho First Bank. Previously, he served on the board of First South Bancorp, TIG Bancorp, and Foothills Community Bank.

Garrett Richter is the President, CEO and a director of First Florida Integrity Bank and the President and a director of TGR Financial, Inc., the bank’s holding company.
Garrett was a founding director and organizer of First National Bank of Naples, where he served as President of the company prior to its affiliation with F.N.B. Corporation in 1997. He was also a founder and former President and CEO of First National Bank of Florida, which was acquired in 2005 by Fifth Third Bancorp.
His banking career began at Mellon Bank in February 1969. His employment with Mellon Bank was interrupted when he entered the Army in November 1969. He was awarded a Bronze Star, the Combat Infantry Badge and the Vietnamese Cross of Gallantry while serving in Vietnam with the 75th Ranger Company.
Garrett was elected to the Florida Legislature in 2006. He served one term in the Florida House of Representatives, followed by two terms in the Florida Senate, where he was the President Pro Tempore from 2012 to 2016. During his tenure in the Florida Senate, he chaired the Senate Banking and Insurance Committee, the Senate Gaming Committee and the Ethics and Elections Committee.
In 2019, he became a director of FHLBank Atlanta. He is the chairman of the Greater Naples Chamber of Commerce and is a board member of the Forum Club of Southwest Florida. He is an alumni and past Board of Regents member of Leadership Florida and past chairman of Leadership Collier. Garrett was previously appointed to the Florida Ethics Commission by then Governor Rick Scott.
He is a graduate of the University of Pittsburgh and the Graduate School of Banking in Madison, Wisconsin.
Garrett and Diana Richter have been married 46 years. They both beam with pride when talking about their three children, Melissa, Liz and Rob, and their five grandchildren, Ian, Leah, Santiago, Ignacio and Francisco.
Gary M. Small, President Premier Financial Corp and Premier Bank
Mr. Small was appointed President of Premier Bank and joined the Premier Financial Corp. Board on January 31, 2020, as part of the UCFC merger. Small was named President and CEO of Home Savings and joined the UCFC Board in March 2014, bringing more than 28 years of industry experience and a successful record of developing businesses, growing revenue and improving organizational performance. Small most recently served as Senior Executive Vice President – Chief Banking Officer for S&T Bank in Indiana, PA, with responsibility for their Wealth Management, Retail Banking and Insurance business groups. Prior to joining S&T, Small served as COO for the Jackson Hewitt Tax Services 1,000 store company owned business unit. Before Jackson Hewitt, Mr. Small held leadership roles at Sky Financial Group, Huntington Bank, National City Bank, and Merchants National Corp.
