The risk of needing long-term care in old-age is significant and paying for long-term care can be expensive. Moreover, Medicare and Medicaid don’t cover all the costs. As society ages, the need for long-term care will only increase. One might expect that the private market for long-term care insurance would be healthy and growing. Yet surprisingly, only 10 percent of American retirees have a private insurance policy. How do Americans currently cope with long-term care risk? Why is the private insurance market so small? And what can public policy do to help families prepare for and cope with a long-term care event?
Dr. Karen Kopecky is Director of the Program for Economic Inclusion at the Federal Reserve Bank of Cleveland where she is an economic and policy advisor in the research department. Her major field of study is macroeconomics with interests in public finance, insurance markets, retirement, health, inequality and family economics. Dr. Kopecky is also a visiting scholar and adjunct professor in the economics department at Emory University. Prior to joining the Bank in 2023, Dr. Kopecky spent 13 years as a Research Economist and Advisor at the Federal Reserve Bank of Atlanta and four years as an Assistant Professor of economics at the University of Western Ontario. Dr. Kopecky has a BA in economics and a BS in mathematics from the State University of New York at Buffalo and earned both her MA and PhD in economics from the University of Rochester.
