After the ensuing collapse in the technology sector, venture capital firms began a steady retreat frm the state that led to a serious erosion in both the relative and absolute amount of venture capital for Texas companies. In 2005, Governor Perry and the State Legislature created the Texas Emerging Technology Fund (TETF) to simultaneously spur innovation in ground breaking technologies a Texas Universities and provide seed capital to companies commercializing the intellectual property emanating from those universities.
