Wilmington Luncheon:  What Is Going On With Delaware's Finances?  Featuring Ken Simpler, Delaware State Treasurer

What is going on with Delaware's finances?  Last year, the Governor addressed a 10% budget deficit with a roughly even mix of spending cuts and revenue increases.  The magnitude of the problem resulted in state legislators being held over past the fiscal year in a contentious session to "balance the budget" -- the fist time the General Assembly had not met their year end deadline in almost four decades.  Nine months later, the State is facing a different crisis -- revenue coffers are overflowing, suggesting budget growth of as much as 8-9%!  Stakeholder groups that saw large cuts or substantial tax increases in last year's budget battle are incensed by the turn of events, and legislators may be forced to undo many of the changes made last year.  

What gives?  Is this the new normal in Delaware's finances?  Is this what a AAA State looks like?  How uncommon is Delaware's situation?  And, most importantly, isn't there a better way for the State to plan and provide for Delawareans?
 
Join State Treasurer, Ken Simpler, a career finance professional in his fourth year in public office to hear answers to some of these questions and understand why he is promoting a bold set of financial reforms -- "A Grand Bargain."  According to Mr. Simpler, most people don'tappreciate the critical role that a finance system plays for any organization, whether private, non-profit or public.  His platform when he ran and the principles at the core of his proposals today reflect his view that Delaware's success in all of its core operations -- education, healthcare, safety and infrastructure -- depends upon the ability to set priorities, allocate resources and measure results.  He frequently is told that "the system is broken"; his response: "fix it."
